Underlying Development Principles


  • Development is a comprehensive human need that manifests everywhere in one form or another, and is, therefore, the collective responsibility of the entire global community. 
  • Acquisition of technology, tools, and material resources is simply modernization, which of itself does not constitute development.
  • Development occurs when a community is able to use resources and assets in a manner that contributes to their collective cultural, social, environmental, and economic welfare.
  • Development is an ongoing human activity that entails physical, psychological, social, cultural, spiritual, environmental, and economic dimensions.
  • Each community determines for itself what constitutes development in its own context, and the terms on which that development transpires.
  • Legitimate and sustainable development occurs through partnerships based on mutual respect among all stakeholders, assistance providers and recipients alike, recognizing the mutual enrichment afforded through their shared interaction.
  • Global development and local empowerment are complementary concepts for understanding the evolution of social justice and human dignity.
